Ctg boy’s death by ‘suicide’: Probe finds SI guilty, recommends suspension

A three-member probe body of Chattogram Metropolitan Police today recommended the suspension of sub-inspector of Double Mooring Police Station after finding him guilty of "prompting the suicide" of a 16-year old boy following assault and harassment by his family members.

The committee, led by CMP Deputy Commissioner (Detective Branch- West) Monjur Morshed, submitted the report to CMP Commissioner Md Mahabubor Rahman this evening.

The probe report said departmental action should be taken against SI Helal Uddin of the police station for conducting an illegal drive in the port city's Agrabad area on July 17 which "led to the suicide".

The report recommended suspension of accused SI Helal since he was found guilty during investigation, and serving show-cause notice to Sadip Das, officer-in-charge of the police station, for failing to control his officer, DC Monjur Morshed told The Daily Star.  
The DC, however, denied to disclose details of the report.
Earlier on Thursday night, SI Helal along with his informants in plainclothes went to Agrabad's Boro Mosque Lane to conduct a drive. At that time, Salman Islam Maruf beat up one of the informants suspecting him of being a thief.
Following the incident, SI Helal tried to pick-up Maruf but as his mother and sister resisted the Sl allegedly assaulted the family members. Later, Maruf allegedly died by suicide at his uncle's house hours after the incident.

Later on the same night, SI Helal was closed and a two-member probe committee was formed in this connection. As the matter triggered anger among the locals and drew flak on social media, CMP commissioner formed the three-member body to probe the incident.
"SI Helal went the area breaching all the legal proceedings of police. The committee found that SI Helal did not take any permission from senior officers or informed the police station before going there. Also, he was in plainclothes that time," a source of the probe committee told The Daily Star.
He also showed unprofessional behaviour by engaging in scuffle with Maruf's mother and sister on the spot, the source added.
"All the allegations against SI Helal were found to be true after recording statements of 32 witnesses including 15 police personnel," an official of the probe body said wishing anonymity.
CMP sources said the decision in this connection now remains in CMP Commissioner Mahabubor Rahman's hand.
Meanwhile, 12 sub-inspectors of different police stations under three zones of CMP were suddenly transferred today following an order of the CMP commissioner.
