Bangladesh hopes consensus on climate fund in Cancun, says environment secy

Bangladesh hopes to reach a consensus in the upcoming United Nations (UN) climate change conference in Cancun to disburse money from the climate change fund, said Dr Mihir Kanti Majumder, secretary to the Ministry of Environment and Forests. “The UN climate change fund was formed in the Copenhagen climate change conference. But no money has been disbursed from the fund yet due to bureaucratic tangles in the international arena. “We hope to reach a consensus in the Cancun conference to disburse money from the fund,” said Majumder. He was speaking at a press conference titled “Climate change and addressing its impact” at the National Press Club in the city. Bangladesh Unnayan Parishad (BUP) called the conference yesterday ahead of the UN climate change conference in Cancun of Mexico scheduled for November 29. He emphasised on approaches for climate change adaptation saying, “Mitigation is the best adaptation and there is no alternative to it for addressing the challenges of climate change.” He also stressed on the need for change in human behaviour towards nature saying laws alone cannot possibly tackle the climate problem. Presenting the keynote paper, Dr Qazi Kholiquzzaman Ahmad, chairman of Palli Karma-Sahayak Foundation (PKSF), said Bangladesh would demand allocation of at least 1.5 percent of the GDP of Annex-I Parties (developed countries) in the conference. The allocation is currently below 1 percent. About the climate change fund, Kholiquzzaman said, “We will also demand the fund board to include representatives of all the UN country groups including Least Developed Countries (LDCs), Small Island Developing States (SIDS) and Africa.” The Annex-I Parties should support the LDS and SIDS with innovative climate change research and technology to address the challenges of climate change, he said. Kholiquzzaman added, “I personally think that this UN climate change conference will end without any major decisions.” BUP Chairman and former governor of Bangladesh Bank Dr Mohammed Farashuddin said, "The Bangladesh team is well prepared for the upcoming conference and hopes to secure the expected output from it." Bangladesh Institute of Development Studies acting director general Dr Asaduzzaman and BUP Executive Director Dr Nilufar Banu were also present at the press conference.
