OC Helal denied bail

A Dhaka court rejected a bail petition of Md Helal Uddin, former officer-in-charge of Khilgaon Police Station, for the second time yesterday in a case filed for torturing Dhaka University student Abdul Kadar in custody. First Additional Chief Metropolitan Magistrate Mohammad Shahidul Islam Faruque passed the order after his lawyer submitted a petition seeking bail in the case. The court also fixed May 14 for hearing on charge framing against the accused in the case. Earlier on April 4, another court rejected Helal's bail petition, taking the charges brought against the OC into cognisance. Kadar had sued the cop on January 23 for torturing him in custody and falsely implicating him in several cases. Helal was sent to jail on April 2 upon his surrender before the court. Abdul Kadar, a student of biochemistry and molecular biology department, filed the case in line with recommendations by a probe committee of the law ministry and an HC order. In the case statement, the complainant said some plainclothes policemen hit him with sticks at Segunbagicha in the early hours of July 16 last year while he was returning to his dormitory from a relative's house in Eskaton. The police then lodged two separate cases against Kadar-- one for robbery and another for possession of an illegal firearm-- with the police station and also showed that he was arrested in another case filed with Mohammadpur Police Station for carjacking. But later Kadar was acquitted of all three charges.
