"We are partly responsible for the border conflict and for the fact this is unresolved dispute over the last 50 years," Grant said in an interview to a private news channel on Sunday.
The News quoted him as saying that no country, including Britain and the US, and not even the UN, can impose a solution on Kashmir. Only three parties - India, Pakistan and Kashmiri people - can bring about a durable settlement, he said adding that "any solution imposed from outside will not be acceptable to the three parties."
Britain, Grant remarked, can act as a facilitator for arranging talks on the issue provided either side agrees.
"Yes we can facilitate, we can help and support both financially and diplomatically. We are quite happy to do that if the two governments want to do that," he said.
Hailing the ongoing peace process between the two countries, he said the commitments of both governments should be "real and genuine" enough to intensify the process.
