"Apart from the tragedy, there is personal tragedy of almost every family which has lost a member -- a husband, a wife or a child, which is of course heartbreaking", said Gandhi at Nagapattinam, two hours drive from the state capital Madras.

"Whenever there is a catastrophe of any kind, everyone has got together," she said.
