Aren't these a sign of failing govt.?

The Daily Star editorial of 25th May “Festering criminalisation in the ruling party” tells the tale of what dastardly criminal acts of homicide have been let loose, first in Narayanganj and then in Feni, allegedly at the behest of the crime lords belonging to the ruling AL. Such enormities are being perpetrated across the whole country, and naturally, people everywhere are in panic. The Daily Star on 27th May reported about the Siddhirganj bus-truck stand, where phensedyl, yaba, prostitution in the name of dance, and extortion reign supreme. That is the constituency of Shamim Osman, against whom accusations are countless. Neither he nor Mr. Nizam Hazari of Feni has yet been called in for quizzing. What is more appalling is that the extortion money, as the report says, goes to some of the PM's advisors! May 28's news also informed us about the occurrence of three abductions in Chittagong. The air of Bangladesh is filled with the cries of mothers whose school going children are being abducted and killed for ransom. Would it be wrong if I call this government a failed one?
