Chastising errant motorcyclists

For a long time now in Dhaka, as a result of increasing traffic congestion, motorcyclists have been using footpaths as another road lane. As a pedestrian this has been very disturbing to me for a number of reasons:
I) The motorcyclists have been aggressive and there are dangers of harming pedestrians.
iii) They damage the footpaths and make them unsafe to walk on.
I suggest a simple solution: Give the police/traffic police the right to enforce on-the-spot fine of Taka 500 for any motorcyclist caught riding on the footpath. If the person is unable to pay this fine, then the motorcycle and / or licence can be confiscated and retained at the nearest police station. The law breaker would need to pay a fine of Taka 1000 to retrieve the motorcycle and/or licence.
This will do the following:
a) It will stop the motorcyclists from driving on the footpaths.
b) Pedestrians will be safer and happier.
c) The police will be happier as they will be able to generate a lot of revenue from those who ignore the law.
