Violating 2017 Directive: SC summons ex-DG of pry education

The Appellate Division of the Supreme Court yesterday summoned the then director general of the directorate of primary education Dr Abu Hena Mostafa Kamal, now defence secretary, and four other government officials to appear before this court on December 14 for not complying with its 2017 directive over appointing a qualified candidate to the post of primary school teacher.

An Appellate Division bench led by Justice Muhammad Imman Ali passed the order while hearing a contempt of court rule issued by this court earlier against the officials.

The apex court had issued the rule on March 2 this year following a contempt of court petition filed by a Beauty Begum, who stood first in the test for the post of primary school teacher in Gaibandha in 2008.

Four other officials are deputy director of the directorate of primary education Md Ramzan Ali, district primary education officer of Gaibandha Aminul, its Sadar thana education officer Md Abdus Salam and assistant thana education officer Masumul Islam, Beauty's lawyer ABM Altaf Hossain told The Daily Star.

They will have to explain to the Appellate Division on December 14 why they have not implemented its order, he said.

Lawyer Altaf Hossain said the government officials recruited Nazma Sultana, who stood second position in the examination for the post of primary school teacher in Gaibandha in 2008, depriving Beauty Begum.

In continuation of the case, the lower courts concerned and High Court and Appellate Division at different times ordered the officials to recruit Beauty Begum to the post.

The Appellate Division on August 3, 2017 directed the officials to recruit her in 15 days, but to no avail which is tantamount to the contempt of court, lawyer Altaf Hossain added.
