If there were the option of using toll-free roads, the idea would sound good... those willing to use the new highways with toll could do so while those who want to travel for free on the old roads could do so... Nonetheless, the more important issue is to improve and expand the current highways. If toll money contributes to that cause, then it is money well spent.

It is common in developed countries because after constructing roads, every year they need repair and maintenance. But what if the fund goes to the pocket of ministers, contractors and administrators of roads and highways?
