Corruption in primary education

Preparing creative question papers for PSC exams deserves praise. But the question remains, are the primary school teachers adept in preparing such creative questions? The responsibility of ensuring that students pass lies with the teachers. So teachers are telling students the answers of the questions right in the examination halls. When I drew attention of a teacher concerned to this matter, he said there was instruction from 'above' that all students must pass the exams.
There is much of murmuring regarding the stipend of class V as well. It is alleged that the stipend can be availed by 'managing' different quarters of upazila education office. When a good student is deprived of stipend due to manipulation of some corrupt officers and employees, can we imagine how he/she feels? In grading system students do not get to know the marks. I think publishing the secured marks along with grades can decrease the extent of corruption. Still better if the answer scripts are evaluated and results prepared as it is done in JSC. So long as the results are prepared at upazila level, this corruption cannot be contained.
