Have we lost Teesta?

India has been diverting water from the river Teesta for their agricultural purposes. By doing so, they are depriving us of our rightful share of water. We are supposed to get 5,000 cusec water whereas we are getting only 500 cusec, which is the lowest in history. Is it what we expect from our 'good' neighbour?
