Senior doctors of the government hospitals are held hostage by intern doctors, just like all the doctors are held hostage by the 4th class workers. As a result, both the intern doctors and the 4th class workers can do whatever they want breaking laws.

We've got to understand our present day phenomena: shootout, gunfight, crossfire, annihilation and political cleansing. The interns have responded pretty mildly compared to the national doctrine.
