How come a person, who runs the finance ministry, doesn't know the basic definition of black money and shouts in front of the media that there is no black money in the country!?

The government initiative to allow the black money to be whitened by paying proper tax is appreciable. But, how much tax will they be charged for whitening their black money? Is it only 10%? Secondly, their source of income should be known. Otherwise, it will look like the government is encouraging earning money and wealth through unfair means.

Had Mr. Muhith clarified his statements made before, reporters would not have asked him any questions. Therefore, it is Mr. Muhith, not the reporters, who is talking nonsense.
