Human resource development
Bangladesh is lagging behind in developing its population into human resources even four decades after independence. Unstable political system is the basic reason that did not allow the decision makers to make effective decisions in this respect. We have got several education commission reports but recommendations of none have been materialized owing to opposition by pressure groups. We do not require an education policy in such a situation.
Bangladesh people need thousands of physicians for health care but the required number of medical collages was not established. Modern health care is absent in rural Bangladesh where three-fourths of the population live. It is the reality that the specialists even the MBBS doctors are not willing to stay in rural areas. Medical collages need to be set up along with the district level government hospitals.
To construct the infrastructure needs technically qualified manpower. It is surprising that when unemployment is a major problem over here, we have been employing a good number of technical and professional hands from abroad. Engineering institutions or colleges can impart undergraduate level education. Setting up an engineering college is a time consuming and capital intensive project. Indeed, Bangladesh is already behind the race. We will have to bring engineers from abroad to set up and operate new industrial units in the years to come keeping Bangladeshi youths unemployed.
Without proper manpower no industry can develop. In different seminar and informal discussions mostly we agree that expansion of technical education is very much needed. But practically no mentionable achievement is seen. One poly-technique in each upazila is very much needed to provide technical education facility.
In addition to that we know, Dhaka has grown into a mega city, more than 10 million people live over here and at least 10 poly-technique institutions are required in the city.
It is the demand of time that we stop expansion of general higher education and divert more money to professional and technical education at different levels (secondary, higher secondary, graduate and post graduate) for at least the next decade.
