Tax on cars

The present government has imposed tax on cars, as they did during their previous tenure. The BNP government led by Khaleda Zia did away with such a ridiculous tax when it returned to power. I wonder in how many countries of the world, this tax on cars is prevalent, at least I have not found it in Houston, Texas. It is said that this tax would be adjusted at the time of submitting tax returns. It is no doubt a very noble idea to replenish the state coffer. This time the government has increased car tax from Tk.3,000/- to Tk.8,000/-, an increase of Tk.5,000/. Now the question is what if somebody's income tax is less than Tk. 8,000/, say it is Tk.5,000/-, is there a system of refund? I think the NBR/ the ministry concerned should seriously look into this matter. All vehicle owners are not black money earners, many of them have purchased cars with bank loans.
