The Development Assistance Committee (DAC) of the Organisation for Economic Cooperation and Development (OECD) has established the most widely recognised targets. These aim to halve the proportion of the world's population living in extreme poverty between 1990 and 2015, with extreme poverty defined as living on less than US$1 per day. According to the World Health Organisation, if those living in absolute poverty (less than 1 dollar a day) are compared to those who are not poor, the poor are estimated to have a five times higher probability of death between birth and 5 years of age, and a 2.5 times higher probability of death between the age of 15 and 59.
