Proposal for enacting law on poll funding drafted

The Election Commission (EC) has drafted proposals for enacting a law for state funding to political parties to ensure financial transparency of their expenditure patterns. Election Commissioner Brig Gen (retd) Sakhawat Hossain said this yesterday while speaking at a dialogue titled “electoral reform-the way forward'. The daylong dialogue held at the Bangabandhu International Conference Center in the city was organised by the Election Working Group, a platform of 32 election observers' organisations. Sakhawat Hossain said, “State funding is not an absolute solution to the problem, but it will empower the EC to engage the government auditors to audit the financial transactions of the political parties." Thereby, transparency of the political parties' expenditures can be ensured to some extent, he added. He said the EC drafted the state funding proposals and it would hold talks with the political parties to seek their opinion on it. Joining the dialogue, a number of participants voiced their concern about lack of transparency in the political parties' expenditure. They also said the state funding might not ensure transparency in the political party expenditures until the culture of secrecy in their funds collection and usage has been changed.
