5-storey building 'completed' with rooms on three floors

The front side of the administrative building of Kishoreganj Polytechnic Institute (KPI) at Jafrabad village of Karimganj upazila gives the appearance of a five-storied building but work up to the second floor is practically completed when the construction firm has closed their work. Administrative building of KPI was to be a five-storey one as per the invitation for tender and work order, Executive Engineer Abdur Razzak of Kishoreganj EED said. As per the design, Messer's Monem Ltd started construction work of the building in 2005-2006 fiscal year and at a cost of Tk 2 crore 68 lakh and 76 thousand they completed only up to the second floor of the five-storied building while a front wall including doors and windows was set on third and fourth floors to give it the appearance of a five-storied building from in front. Education Ministry Deputy Secretary Samina Begum, who heads a government enquiry team that visited KPI on Monday, said “Prior permission of the Ministry of Education is needed to bring any change in the design of the building. But the EED did not inform the ministry in this regard.” Kishoreganj EED office sources said, construction work of proposed KPI complex started in 2005- 2006 fiscal year on a 5-acre land. KPI is going to start its academic function in June 2008 session, said Executive Engineer Abdur Razzak who recently joined Kishoreganj EED. The third floor of the administrative building was to accommodate rooms for instructors, staff and account section while the central library was to be set on the fourth floor. As the two floors have remained incomplete, academic activities would be hampered, he said, adding that the higher authorities asked him to make a list of incomplete structures of KPI. When contacted, engineer Md Rofiqul Islam of Messer's Monem Ltd said although the building was four storied according to the tender and work order, they could not build more than three floors as the allocated money was not enough. On the eve of the then Prime Minister's visit to the district on October 7 in 2006, when she was scheduled to inaugurate a few establishments including the KPI, only front wall with doors and windows on third and fourth floors of the five-storied administrative building of newly built KPI was completed to give the building appearance of a five-storied building. However Khaleda Zia inaugurated other establishments except the KPI as concerned contractor failed to complete whitewash of KPI due to incessant rain before the former PM's visit to the district, Kishoreganj EED office sources said.
