How can PSC recruit the best?

The news titled “PM asks PSC to recruit the best” (Sep. 19) has drawn my attention. While 55 percent posts are allocated to various quotas, how is it possible for PSC to recruit efficient people? In addition, many government high officials including a couple of secretaries have been made OSDs for a long time. Are they not efficient or honest? If not, then why is the government spending so much money for them?
