PIXLY
Pixly lets you make pixel art on your Android phone or tablet and is arguably the best app to do so.
It has a pixelated interface that takes a bit of time to get used to. It has several tools that work well on such a small scale. As you zoom in, the canvas turns into gridlines to make it simpler to make finer, more detailed art. To make things even easier, you can set up a preference image to base your pixel art on, which I found to be the most useful feature on this app.
Best of all, it has minimal advertisements and is cost free. Compared to other similar apps on the Playstore, Pixly is the most professional at what it does. This is THE go to app if you wish to be an indie game developer as it makes creating pixel art very easy. Not only can you make standalone pictures, Pixly allows you to make animated gifs as well.
There are very few drawbacks to Pixly. I'd say I found the touchscreen quite shoddy since it selects a different tool without you knowing. In extension, I would like a palette editor (similar to the one on Irfan View) on Pixly to make it easier to make 8-bit or 16-bit drawings. Another drawback is its exclusiveness on Android. Sorry iOS users.
Verdict: If you are not comfortable drawing pixel art on a PC, this is your next best option. Remember, it's not the app's fault if you can't draw well.
