Motorcyclists' disregard for traffic rules

I believe Bangladesh is the only country where motorcyclists don't stop at red lights. They don't want to stop even when traffic police signal them to stop. I believe one simple way to solve this problem is to use gates at major intersections similar to rail gates. This would force motorcyclists to stop as well.
Most drivers in Bangladesh also believe that they have an emergency and can drive on the wrong side of the road whenever they feel like. I hope the authorities would take these offenses seriously and put an end to it permanently.
