Tourism Master Plan
The BSS news report published in most dailies on January 11th is nothing but the annual litany of the minister for tourism and civil aviation; give or take a few words and phrases here and there. Like the annual winter cold wave, we hear about the "Tourism Master Plan" and "global standard tourism destinations" every winter, year in and year out!
Does any one know what is this "global standard" for tourist locations? May be, to get this clearly defined and spelled out; we will need a feasibility report. Till this basic report is not produced and approved nothing can be done for the "Master Plan"! We are still planning to plan the "Master Plan" and that takes time.
Meanwhile, can we not go for some "slave work, without the master's master plan; to make the tourist locations more accessible, with normal infrastructure support? This mean common facilities like pure water supplies, good roads, reliable uninterrupted power supply, and criminal free environment. To get all this sorted out and put into place, we need to have a number of plans. These are a "Communication Master Plan" for better accessibility; "Water Supply Master Plan" to ensure electric power availability on 24X7 basis to begin with. Lastly, we need to have a "Home Ministry Master Plan" to ensure normal law and order. Last but not the least is the Financial Plan to allocate needed funds to implement all these plans!
With top-most priority, all these complex plans will need at least five years, which comes to 2015. After that we will need at least another five years to have all these plans implemented and operational. This leads us to 2020! Till then, we will all have to bear with it, and hope and pray for the best, along with successive Ministers for Tourism and Civil Aviation!
