LGRD ministry seeks funds to approve organogram
The situation at Sylhet City Corporation (SCC) office remained unchanged as most the 431 sacked employees kept off from duty for the 3rd day yesterday.
However, SCC authorities managed essential services like electricity, water supply, conservancy, and health and sanitation some how with the help regular staff.
A police contingent remained deployed at the SCC building to stave off any untoward incident.
Meanwhile, sources said, the LGRD ministry yesterday asked SCC authorities to manage essential services through 'temporary arrangement for three months' and to take steps to appoint employees in vacated posts by February next year, an official said in the evening.
The ministry sent a fresh letter to the finance ministry yesterday for financial allocation for the SCC organogram, which may be approved soon, the official said.
A source seeking anonymity said the LGRD ministry asked SCC authorities to go on with a process to appoint employees in line with the organogram.
Though Sylhet division was formed in 1994, the divisional headquarters--the then Sylhet Pourashava--was upgraded to city corporation in 2002. With formation of city corporation and expansion of its area, it needed more manpower.
To meet the demand, SCC made temporary appointments in posts of 4th class employees like cleaner, electrician, helper and peon on master roll (no work no payment) basis.
Taking advantage of the situation, a section of SCC officials recruited as many as 431 people on master roll during 2003-2005, many of them allegedly in exchange of money, sources said.
