Decentralisation

Dhaka city is reeling under over population, traffic jam, dearth of roads and streets, deteriorating public utility services, failing law and order, emergence of concrete jungle in unplanned manner, unending stream of floating population, etc. The city has virtually become unliveable. Statistics show that daily over ten thousand people throng the city for various jobs and over a thousand of automobiles and manual transports hit the street. The solution lies undoubtedly in the decentralisation of Dhaka city. In my humble opinion, the following steps, which apparently may seem ambitious but achievable, could help in implementing the decentralisation process: a) Shift various ministries, except for defence, foreign affairs and finance to various divisional headquarters, b) Shift High Court to various divisional headquarters. c) Shift private universities across the country and encourage establishment of more schools, colleges and universities outside Dhaka by offering various incentives to the sponsors. d) Encourage establishment of medical colleges and hospitals across the country outside Dhaka with various incentives to the sponsors. e) Any kind of further construction of buildings, housing areas, etc., should be banned immediately in and around Dhaka city. In fact, a moratorium should be placed on purchase and sale of any immovable properties in and around Dhaka city, at least for a decade, f) Relocate all garment, leather and other factories to other places across the country in a planned manner. g) Relocate all BDR and military establishments.
