HC asks SC register for pending case list

The High Court yesterday directed the Supreme Court registrar to submit a list of its pending criminal cases, for which paper books are yet to be prepared for hearing appeals, to it within eight weeks. A paper book, which contains all relevant documents and information of a case including its first information report, charge sheet, statements of witnesses, and judgement of trial court, is necessary for the HC to hear and dispose of appeal against the trial court verdict on it. In response to a writ petition, the HC also issued a rule upon the authorities to explain within four weeks why they should not be directed to set up a separate printing press to prepare the paper books of its pending criminal cases for ensuring justice by their quick disposals. The HC bench of Justice Mohammad Anwarul Haque and Justice Akram Hossain Manju issued the rule following the petition filed as public interest litigation by Human Rights and Peace for Bangladesh. The organisation yesterday filed the petition seeking directives from the HC on the authorities to set up a separate printing press for printing all the documents of SC including the paper books of criminal cases. Petitioner's counsel Manzill Murshid told The Daily Star that since the SC authorities now prepare the paper books by the Bangladesh Government Press, they have to take much time for this job, and therefore delays take place in disposing the cases and justice in hampered. Secretaries to the ministries of law, justice and parliamentary affairs, establishment, and finance, SC registrar and director general and controller of BG Press were made respondents to the rule.
