Decentralise Rajuk and DCC

Dhaka metropolis city is dying, due to overcrowding and mismanagement, (not being decentralised politically). Also the functioning of two big agencies, namely, Rajuk and DCC, are not being seriously reviewed, for increased efficiency in day to day functions. Allocation/approvals/sanctions and O&M (operation and maintenance) should be separated, and handled by independent agencies. Dhaka City Corporation should be divided into sectors in the Greater Dhaka Zone; for more local administrative attention. Dhaka city is short of roads by more than 60 percent of requirement; and the utility services cannot handle the current huge requirements of electricity, gas, water. There is an easier solution: decentralise Dhaka metropolis and let the new offices in the divisional and district HQs handle most of the works which compel the citizens to come to Dhaka. Bangladesh has one of the highest densities of population per sq km; hence the idea of turning the divisions into provinces cannot be brushed aside lightly. New Delhi and Islamabad are not so crowded with floating population and visitors every working day of the week. These urgent reviews are not being held decade after decade by the successive political regimes (the concentration is on how to maintain the dynasty rules). The political moral standard has to be reviewed first before coping with the details of administration.
