Finance minister's withdrawal as chairman of stock market advisory council

Md. Habib Mansur, Mymensingh
"It is an advisory council for me. (So) I should not be its chairman," Finance Minister AMA Muhith told journalists at his ministry, and announced his withdrawal as chairman. Formation of the advisory council was announced by the SEC chairman on October 16 at a press briefing. The SEC chairman in his briefing also said, "The finance minister himself was scheduled to announce his decision. But the minister requested me to announce the decision as he got busy with other important issues." My questions are: Firstly, was the finance minister not aware of the formation of the advisory council where he was made chairman?? Secondly, who formed the council? FM or SEC? The whole thing seems to be confusing and indicates lack of co-ordination between the ministry and SEC.
