Law finalised to offer more govt services

The government has finalised the proposed Public Service Reform Act to provide people with easy access to services at government offices, an advisor to the prime minister said yesterday. As part of the attempt, a Governance Innovations Unit has been created at the PMO, which will persuade government officials to help service-seekers instead of being mere bureaucrats, said Gowher Rizvi, advisor on international affairs. The reform attempts will also address the reasons why public servants get "demoralised, factionalised and even politicised", he said, and every public servant has to undergo competitive examinations and training to develop pro-people mindset. The advisor said the Election Commission would be strengthened with enhanced autonomy, power and financial allocation so that it could have people's will reflected through holding credible elections. Gowher Rizvi was speaking as chief guest at a discussion on good governance organised by Japan International Cooperation Agency (Jica) at a hotel in the capital. Yasutami Shimomura, a Professor Emeritus of Hosei University of Japanese, made a presentation at the discussion. Manzoor Hasan, advisor to Brac University's Institute of Governance Studies, former advisor to a caretaker government, Dr Hossain Zillur Rahman, Shiro Sadoshima, Japan ambassador to Bangladesh, Dr Akira Munakata, senior advisor to Jica, Dr Takao Toda, chief representative of Jica Bangladesh, also spoke on the occasion.
