Noise of heavy machines in residential areas

After Dhaka's bad-shaped roads choked with piled up garbage, it is now the construction/piling and perhaps the running of the de-watering machines that truly robs us of peace. What is incredible is that it also runs at midnight, at 1am, 2:30 am, or at any hour, and is strong enough to pull down an old building. This is happening at Banani road 11, near Moms and Kids shop. There ought to be some civic laws governing uses of such heavy machines in the homesteads. The terrible sound production is too much to bear for students, elderly people, babies and patients. Sleep is almost a distant thing of the past! Because the machines are at full blast at 1 or 2 am! There must be some 'body' to oversee all this nuisance and have a control regime to ensure that common rules are followed. Who are they? I am drawing their kind attention to please enforce the residential area laws for minimum peace of the inhabitants.
