Technology issue
Foreign technology dependent advancement: do you think it is the right solution? I think it's a catch 22 situation. You modernise this day and the day after you find you're nowhere again!
Domestic technology based modernisation not only would give a better solution but also could create high tech jobs within the economy. I really don't mean that you create weapons of mass destruction… how about weapons for saving the masses?
On the other hand, though A+B or B+A could be both = to so called modernisation in terms of a mathematical formula. In reality it might not be the same such as Part A and Part B, in which sequence they are configured in is also important.
You may have sophisticated technology in hand. Who would use them? Who would resolve their problems, especially in an emergency or a crisis situation? Most importantly you also need the level of confidence or faith that would give you a sense of security.
In my formula technology alone cannot lead to the desired level of modernisation, rather Technology + Knowledge + Faith all developed in-house can ensure modernisation.
