Exempt private cars from fitness check

The situation at BRTA office at present is so disappointing. Cars line up for miles and the entire day is wasted sometimes without any result. Many cars line up for the new digital number plates and make matters even worse. Going to state-owned banks to make BRTA payments is highly time consuming as the banks are always crowded. I believe on-line payment system using debit or credit cards could improve the situation.
Many countries do not require fitness check for private cars as owners are quite capable of maintaining their cars competently. Only commercial vehicles, company owned and public service vehicles have to undergo the fitness check process. Private cars are only required to pay road taxes. However, if private cars are pulled over for excessive smoke or burnt lights etc., they are heavily fined.
Therefore, in order to reduce the burdens on BRTA and the extreme long tailbacks and traffic jam in front of BRTA office, I feel that BRTA should exempt the private cars from fitness check or some other solution is required to improve the situation.
