Who to take responsibility for deaths?

“How many deaths will it take till he knows/ that too many people have died? The answer my friend is blowin' in the wind”-- Bob Dylan Bob Dylan, an American singer and songwriter, is notably famous for his anti-war music. His song "Blowin' in the wind" comes to my mind over and over again because of the prevalent violence in the country because of hartal. Hartal was first used in the Indian Independence Movement. This non-cooperation programme must be voluntarily observed. Nobody can coerce general people to participate in it. Unfortunately, this has been happening for the last 23 years. Hartal is a democratic right, no doubt, but right brings responsibility simultaneously. You cannot kill people, torch people's assets in the name of democratic right. You have to take liability for destruction during hartals. The ruling party can never interrupt in the right to protest. But the ruling party affiliated student wings are continuously attacking the protestors while law-enforcing agencies are standing beside them. Look at the burnt and dead people! They belong to neither of the party. They were just out to earn a living. Both the major parties must take the liability for the destruction and deaths.
