Pavement dwellers' civil rights

Our constitution says it is the responsibility of state to ensure basic rights of all people. However, pavement dwellers in every district of the country including Dhaka are deprived of their civil rights. Pavement dwellers alleged that they have no voting rights as they are not provided national ID cards or birth registration cards because they don't have permanent address. Moreover, they are deprived of all kinds of civil rights and live in an inhuman condition. It is the duty of both the government and the people of all strata of society to come forward for ensuring their civil rights.
