Biman Hajj flights

Biman has arranged a large number of flights to Saudi Arabia for carrying the pilgrims. If requisite number of pilgrims are available, the purpose will be well served. Last year, the number of pilgrims was much less than expected. And many seats went vacant. If a situation like this arises this year also, I suggest that the government issue complimentary tickets to government officials for performing Hajj. Will the government and the Biman authorities ponder over this?
