The 'reactionary force' hidden in the bureaucracy is the main hindrance to implementation of the government's 'Charter of Change', said National Human Rights Commission (NHRC) Chairman Prof Mizanur Rahman yesterday. He said, “Implementation of the charter of change, pledged by the grand alliance government, would not be possible without the necessary manpower and bureaucrats dedicated to the task. “People belonging to reactionary forces lie hidden within the bureaucracy. Unless they are identified and removed, the change won't be possible.” Mizanur was speaking as the chief guest at a national seminar titled “The role of police, media, and voluntary organisations in protecting human rights and livable environment.” Social Environment and Human Rights Implementation Organisation arranged the seminar at National Press Club in the city. “Being the commission's chairman, I ask my country's people one question that whether the politicians, involved in amassing crores of money through corruption and laundering those abroad, have the right to continue politics? Human rights are being violated at the hands of people responsible for protecting those, he said. Mizanur urged the media not to confuse the concept of law and order situation with the concept of human rights.
