Indian company gets approval as single bidder
The Cabinet Purchase Committee yesterday approved an Indian company's offer to implement the Sirajganj 300-450 megawatt dual-fuel power plant project as an independent power producer.
As per their proposal, the Haryana-based LANCO Infratech Ltd will implement the project on a build-own-operate basis as a dual-fuel plant with gas-fired capacity of 367.4 MW and with diesel-fired capacity of 304 MW.
LANCO's proposal came up in the purchase committee's meeting as a single responsive bidder in absence of any other bidder's proposal. Finance Minister AMA Muhith presided over the meeting.
Officials said this was the biggest power plant deal, based on the production capacity, to be obtained by an Indian private power company.
The government will purchase electricity for 22 years from the plant at US 3.99 cents (equivalent to Tk 3.19) per kilowatt hour (each unit) when it is run by natural gas.
The tariff will be US 16.9621 cents per kilowatt hour (each unit price Tk 13.56) when it is run by diesel. This will be the largest diesel-fired plant, based on the production capacity, in the country.
Power Division's official statistics show that the government will have to pay Tk 19,128 crore in 22 years to purchase electricity from the plant if gas is used.
If the plant uses diesel in power generation, the government's total payment in 22 years will be Tk 67,257 crore.
The Power Division's proposal mentioned that initially, the project had gas-firing and furnace oil-firing provisions in the original tender. But later amendments were made to introduce diesel and gas and also to extend the tender's submission date.
