Real estate management
Recently, the caretaker government endorsed an Ordinance named “Real Estate Management Ordinance-2008”. No doubt it is a good effort to remove the forgeries in real estate market of Bangladesh.
But Real Estate Management doesn't mean the enactment of laws and imposing of laws. By enacting and imposing the laws, the government will become the absolute administrator. To establish a real management, the government has to make a way where it can analyse the causes why forgeries take place in the real estate sector. To establish total management in the real estate sector, the govt. has to develop a real estate management policy and to incorporate it in total development procedures.
Under this policy the government can take the initiative to develop a central database for all real estate developers to update their project activities and status. Under the town planning department/section of different development (RAJUK, CDA, KDA, RDA) authorities of the country this central database can be updated and maintained. By developing this type of database the government can serve both the customer groups as well as entrepreneur groups. If the database can provide the detail project information and its continuous progress status, then it will be easy to monitor and control activities of the developer. Again this type of database will help the customer to make the right choice. The increasing trend of apartment and plots' price can also be pulled down by developing this type of database. Moreover, this type of database will help to reduce the lopsided competition among the different developers.
Instead of imposing rules and regulations we have to make the way from where we can see the real picture of the sector and have to work for the benefit of entrepreneurs and customer groups of that sector. Separated and segregated rules and regulations cannot bring good results.
