BCB suspends former director, two others over BPL fixing

The Bangladesh Cricket Board (BCB) on Tuesday suspended former board director Muhammad Mukhlesur Rahman Shamim and two others over fixing-related issues during the 12th edition of the Bangladesh Premier League (BPL) T20.

The other two are Zakir Hossain, the BCB’s former security liaison officer (SLO), and Rakibul Islam Sunny, a former BCB councillor for Bogura District and former member secretary of the board’s Audit Committee.

According to a BCB press release, all three have been charged with multiple breaches of various provisions of the ICC Anti-Corruption Code for Participants.

Mukhlesur, a former BCB director during Aminul Islam Bulbul’s tenure as board president, faces four charges under the Code.

He had also served as chairman of the BCB Audit Committee before stepping down from the board in January, following media reports that his name had emerged in an investigation report related to fixing.

“The charges arise out of investigations conducted by the Bangladesh Cricket Board Integrity Unit (BCBIU) in relation to alleged corrupt conduct, failures to disclose information relating to corrupt conduct, failures to cooperate with anti-corruption investigations, and obstruction or delay of investigations connected to the Bangladesh Premier League T20 (BPL T20), 12th Edition,” the press release read.

“The charged participants have been provisionally suspended and have 14 (fourteen) days from receipt of the Notices of Charge to respond to the charges as part of the disciplinary process under the Code.

“The BCB will not make any further comment in respect of these matters at this stage,” it added.

Earlier, in May, BCB had suspended five other individuals, including a player, team official, franchise owner and participant, for breaching various provisions of the ICC Anti-Corruption Code for Participants linked to the last edition of the Bangladesh Premier League (BPL).

Muhammad Mukhlesur Rahman Shamim:

Article 2.1.1 of the Code - Fixing, contriving to fix or otherwise influencing improperly, or being a party to an agreement or effort to fix, contrive or otherwise influence improperly, the result, progress, conduct or other aspect of a Match or Matches in the BPL T-20, 12th Edition (or attempting to do so).

Article 2.1.4 of the Code - Directly or indirectly soliciting, inducing, encouraging or intentionally facilitating a Participant to engage in corrupt conduct.

Article 2.4.4 of the Code - Failing to disclose to the Designated Anti-Corruption Official (DACO), without unnecessary delay, full details of an approach or invitation received by him to engage in Corrupt Conduct.

Article 2.4.7 of the Code - Obstructing an investigation into possible Corrupt Conduct by concealing, deleting or destroying communications or other information that may have been relevant to the investigation or constituted or led to evidence of Corrupt Conduct.

Zakir Hossain:

Article 2.1.1 of the Code - Fixing, contriving to fix or otherwise influencing improperly, or being a party to an agreement or effort to fix, contrive or otherwise influence improperly, the result, progress, conduct or other aspect of a Match or Matches in the BPL T-20, 12th Edition (or attempting to do so).

Article 2.1.4 of the Code - Directly or indirectly soliciting, inducing, encouraging or intentionally facilitating a Participant to engage in corrupt conduct.

Article 2.4.6 of the Code - Failing or refusing, without compelling justification, to cooperate with an investigation carried out by the Designated Anti-Corruption Official (DACO) in relation to possible Corrupt Conduct under the Code, including failure to comply with a Demand Notice issued under Article 4.3 of the Code.

Rakibul Islam Sunny:

Article 2.4.4 of the Code - Failing to disclose to the Designated Anti-Corruption Official (DACO), without unnecessary delay, full details of an approach or invitation received by him to engage in Corrupt Conduct.

Article 2.4.6 of the Code - Failing or refusing, without compelling justification, to cooperate with an investigation carried out by the DACO in relation to possible Corrupt Conduct under the Code, including failure to comply with a Demand Notice issued under Article 4.3 of the Code.
