Unfit vehicles plying on the roads

Just a few months ago, BRTA conducted a special drive against unfit vehicles with a view to preventing such vehicles from plying on the roads. But just after the drive was over, all the unfit vehicles are back on the streets and are moving freely right under the nose of the traffic police. Then why this fruitless drive? I think it would be better if the government did not waste money in the name of such drives; rather use it wisely in such sectors which bear at least some results.
