ADP implementation hits lowest level in 50 years

Bangladesh’s annual development spending against the allocation stood at 67.5 percent in the just-concluded fiscal year, the lowest in at least 50 years, due to poor project readiness and procurement and land acquisition delays.

In fiscal year 2025-26, ministries and agencies spent Tk 141,071 crore against a revised allocation of Tk 208,935 crore, according to data published today by the Implementation Monitoring and Evaluation Division (IMED).

This was the weakest implementation of development programmes, even though the overall allocation was the lowest since fiscal year 2019-20, according to the official data.

In fiscal year 2024-25, the country’s development spending was just 68 percent of the revised Annual Development Programme (ADP) allocation.
