BCS quotas

Among all public and private jobs, BCS is considered to be the most prestigious. Hard labour and endeavour are needed to pass in each step of the BCS exams. Only a student having outstanding merit deserves to be a BCS cadre. Since BCS cadres are concerned with important activities of the government, it goes without saying that they ought to be meritorious. It's a matter of regret that in our country meritorious people are not that much encouraged to join the civil service. There are 55% quotas in the BCS exams. Only 45% people get selected according to their merit. It does simply make no sense to me. How rational is it to keep 55% quotas in the exams like BCS where meritorious people should get the maximum priority? I urge our government to ensure an environment where people having merit can get the opportunity to serve our country.
