Issue gazette to stop extra-judicial killings
NHRC chief urges home minister
The state should take steps for the security of Bangladeshi migrant workers in Middle East countries, including Libya, to ensure their human rights, said Mizanur Rahman, chairman of National Human Rights Commission (NHRC).
“Our government may give the workers punishment if they do not have legal papers for staying abroad. Still, it is the responsibility of the government to ensure the security of the workers of Libya,” said NHRC chief. He observed that the workers jumped into the sea from the ship last week for avoiding legal actions.
He told the “3rd Annual Human Rights Defenders Conference,” organised by Odhikar, an NGO, at Karitash in the city yesterday.
The NHRC chairman also urged the home minister to issue a gazette notification to stop extra-judicial killings as well as human rights violation by the law enforcers.
“We don't need any act to prevent extra-judicial killings. I'm requesting you (the home minister) to issue a gazette notification declaring--- if any person of law enforcement agency is alleged of any kind of human rights violation, he will be suspended instantly. After proper investigation, if he found guilty he will be given punishment otherwise his job will be restored,” said Mizanur Rahman.
Mentioning that using various ways human rights are being violated by various organisations including the government hospitals, schools and child care centres, he said it is the responsibility of human right defenders to find out the violations and report it to the authorities concerned.
Rapid Action Battalion (Rab) commits extra-judicial killings as there is no practice of accountability in the force, said South Asia Director of Human Right Watch Meenakhi Ganguly.
“There is no need of Rab if the police force is trained well,” she said adding, “A powerful investigation body should be formed to investigate the illegal activities of Rab.”
Earlier, Abbas Faiz, a researcher of Amnesty International, put out the attended human rights defenders about their duty in brief. Adviser of Odhikar Farhad Mazhar presided over the programme.
