BCS quota

Commodore AMA Alam (Retd.) BN, New DOHS, Dhaka
Recently two articles were published in The Daily Star on the above subject, one entitled “Let merit count in the Bangladesh Civil Service” by Ripon Kumar Biswas and another “Positive Discrimination” by Nazrul Islam. Both the articles are well written and deserve consideration by the authorities concerned. Mr. Nazrul Islam has analysed in-depth citing example of other countries where such system is in vogue. It is agreed that the merit should be the main criteria for selection but sometimes decisions are taken for overall benefit of the people. Even in sports there is a term “Handicap” given to learners. Unless all the regions, tribes, sexes and handicapped people are pushed upward, a nation cannot be strong in real sense. A bright boy has all the avenues open, especially the Multinational Companies, WB, IMF, even the private local firms have kept their doors ajar with fat salary package. The quota for freedom fighters should remain because the nation owes so much to them that it can never be paid back. I hope our brilliant students will have the understanding and magnanimity to accept the present quota system and make themselves an example in the eyes of the nation.
