Why this barricade?

For some days, I noticed that in Sonargoan Road and in front of Oriental Bank and ETV office, there was a barricade with a red flag which was responsible for traffic jam. This road is known for traffic jam. How could the traffic authorities allow such a barricade which only further worsened the traffic congestion?
