STP and traffic in Dhaka

Our government has announced a 20-year Strategic Transport Plan (STP) to get rid of intolerable traffic jams in Dhaka. Hanoz Delhi door ast -- Delhi is far off. How would the millions of Dhaka city dwellers wait, continue to face the intolerable road traffic jams for twenty years till the implementation of STP? Is it not horrible? Our governments which came to power made many promises, plans, programmes and projects but most of them produced no results. How can we operate underground railway when we are continuously facing acute shortage of electricity, electricity failure and load-shedding? Further, our government does not have any Master Plan for Dhaka city as yet. What about availability of funds? Why don't our government build small flyovers, two and three storied, at important road squares, road crossings and road intersections for movement of motor vehicles all the time wherein our motor vehicles stop, wait and delay onward movement for a long time causing huge traffic jams and untold sufferings to the people. Why are we not practical? Why don't we cut our coat according to our clothes? In addition to construction of some small two/three storied flyovers we also urgently require to have zebra crossings/foot overbridges, speed limit sign boards and 'school ahead move slow' sign boards, red and green signals in many places in the city consistent with demand and availability of space, for safety and security of pedestrians, men, women and school going children. Would our authorities concerned look into the relevant matters and do the needful without further loss of time in the interest of public service?
