Criminals at work

A few months ago, my uncle, after finishing his official work, was waiting for a bus in Dhanmondi at about 10:30pm with his official bag to reach his home at Savar. No bus was coming but later one bus came with no route sign on it. The bus stopped before my uncle and moved quickly, lifting him. After about half a hour, some passengers ( 7 or 8 men), stood up suddenly and started beating up all other passengers with a stick soon after the bus passed over the Amin Bazar police check-post. They put “molom” (a kind of ointment) in the passengers' eyes and hence they were seeing nothing. Then they plundered valuable things and a lot of money from them and got down from the bus one by one at different places. Are the law enforcers not aware of what is going on?
