Irrational tuition fees

The tuition fees at English medium schools in Dhaka continue to baffle me. For 3 months in a row since February, I have been paying monthly fees in double i.e. one for the current month and other for the next. That covered the fees up to July. Fair enough! Now in early June, I have been sent a reminder to pay late fees for the month of August 2013! Shouldn't it be called "extortion?"
I am quite sure this is a common frustration among families who have been bearing the brunt of this apparently whimsical fees structure of most English medium schools in Dhaka where those in authority have very little or no accountability to their ultimate stakeholders -- the student community. Their parents toil hard to ensure a sustained level of education.
