The most corrupt
Recently Transparency International published its corruption index. Political parties and police are the two most corrupt sectors in Bangladesh, as they mentioned. I think their depiction is true as we, the citizens, are observing this every day. If we look into only the appointment process in the police department, from sub-inspector to constable level, we will find it fully corrupt. Since 1991 the ruling parties have been trying to recruit their own party men into the police department.
In such a situation, I recommend constituting a body from the higher level honest and efficient officers of army/navy/air force for corruption-free appointment of competent persons in the police department.
