Inefficiency & lack of proper planning

Recently, while visiting Uttara R/A, I was amazed how Rajuk has messed up and is causing unbearable trouble to the resident there. They are now putting big "sewerage pipe" all over Uttara. This is huge extra cost due cutting of the new roads and causing immense traffic jam and sufferings to the people. In a civilized society, these sorts of development works are done before the land/plot is handed over to the owners. I am sure all our town planners, high Govt. officials have visited and are visiting regularly many cities outside Bangladesh and they know how it is being organised there. I am appealing to the concerned people and town planners of Rajuk, please for all your future projects (Purbachal, Uttara 3rd phase, etc..) do the necessaryinfra-structural development works (roads, gas, electricity, sewerage, water, fibre optic cable line for internet, etc) much earlier and then handover the plot to the owners. This will save huge money to this poor nation and a model township can be developed. For this, Rajuk may charge extra money to the plot/land owners. The communication ministry can also think how to link this Rajuk area (Purbachal- the biggest township) with the main cities (Dhaka, Narayangong, Narsingdi, etc) by establishing underground train, mono rail, fast train, etc. After implementation of all these in a planned manner it will definitely reduce the traffic in Dhaka city because many people will then be willing to live outside Dhaka. Similarly, if fast trains, tube, monorails, etc. can be established up to Joydevpur, Sreepur, Trishal, Kaliakor, etc. then many people will be willing to live in those areas and can attend offices from there. In this way we can reduce traffic jam in Dhaka city. If Kolkata, Delhi and other busy cities like Hong Kong, Singapore, London, New York, Toronto can have metro why can't we have it in Dhaka? Like Hong Kong, Singapore and many other cities we should impose high taxes on cars that play in Dhaka city and encourage people to use more public transports (of course safety of the commuter has to be ensured by the Govt. agencies). We are wasting valuable man-hours /work hours due to immense traffic jam. How can we grow our export with only a one lane highway between Dhaka- Chittagong?
